THE ROLE: Provide specialist fire safety and emergency planning advice and support to the business, ensuring requirements are understood and accepted, to enable the business to meet its fire safety and emergency planning commitments in a cost-effective manner. Production, development, and assistance in delivery of effective and efficient arrangements that comply with relevant legislation, protect the company’s assets and minimise the impacts of fire on the company’s undertakings.
- Develop and maintain codes of practice and procedures for fire risk management and undertake measurement, monitoring, audit and review of fire safety arrangements to provide assurance that standards are being maintained and are adequate to reduce fire risk.
- Consult on behalf of ScotRail with other Businesses, Leaseholders, Local Authorities and Fire Brigades to ensure compliance with legal responsibilities.
- Govern fire safety inspection and fire risk assessment (in accordance with 5-year risk based programme or on change) and provide design advice and technical review of proposed structural alterations to ScotRail operated premises.
- Monitor the delivery of contracts for supplying and maintaining fire safety equipment and raise any issues identified with the supplier/contracts and procurement.
- Review the relevant fire safety arrangements of ScotRail suppliers as part of the supplier
- accreditation process and account for all budgetary expenditure.
- Lead Fire Precautions Manager initial/refresher training monitor and support fire training delivered by HR Learning & Development during induction and provide advice to enable line management and staff to deliver their fire safety responsibilities.
- Lead on the investigation of fires affecting ScotRail operated premises and leased assets portfolio.
- Coordination of all annual fire appliance testing on ScotRail operated premises.
- Other relevant activities as directed by line and senior managers.
- Provide specialist advice and guidance to support senior business functional managers in the development of their local emergency plans for stations, on train and depots.
- Lead on the development and improvement of our SMS in relation to emergency Planning/Incident response, through engagement with management and frontline teams across the business to ensure the process is readily accessible and can be implemented with ease. Liaise with the Compliance and Assurance Manager where appropriate.
- Undertake planned exercises, in line with the annual resilience plan, to test the effectiveness of emergency planning arrangements within the business and provide feedback to improve processes.
- Work in partnership with Regional/ Local Resilience Partners to ensure effective interoperability arrangements and emergency preparedness across the business.
- Review any major rail incident reports to ensure lessons learned are reflected within the ScotRail general emergency plan. Promulgate any lessons learned from ScotRail Executives, Senior Manager’s and On-Call Staff as appropriate.
- Graduate of the Institution of Fire Engineers (or equivalent competence in fire safety management).
- Experience of safety including inspection, risk assessment and training.
- Ability to work autonomously on own initiative and be able to prioritise work appropriately.
- Ability to deal with sensitive/controversial subjects and remain calm under pressure.
- Strong interpersonal skills including motivational, relationship building and influencing skills are essential, to ensure the effectiveness of Fire Management and Emergency Planning within the business.
- Excellent communication skill across varied internal and external stakeholder with ability to present with confidence and carry a natural authority as lead subject expert for the business
- Experience in working with strategic partners and external stakeholders.
- The ability to influence and persuade through strong evidence-based analysis and data at all levels in the organisation, stakeholders and partner agencies.
- Microsoft office expertise especially Excel, Word, Outlook and PowerPoint.
- Knowledge and understanding of the principles of Emergency Planning.
- Experience in the development and delivery of Emergency Planning exercising.
- Training and or Coaching experience / qualification.
- Auditing experience/qualification.
Hours of work: 35-hour week Monday – Friday. Reference Salary: £45k per annum

Selection process: Assessment and Interview may form the initial stages of the selection process. The final stage for successful candidates will be a medical questionnaire. Appointees must submit at least two satisfactory references, Disclosure Scotland clearance and complete a six-month probation period. Training initially involves attendance on our virtual Induction Training Programme.
